We are responsible for planning and running the 2021 Census in England and Wales. As in 2011, it is planned that in 2021 all communal establishments in England and Wales (including Prison service establishments) will receive a communal establishment questionnaire (electronic or paper), and all usual residents (those people, including staff, who are staying, or expect to stay, at the establishment for six months or more) will be provided with an individual questionnaire. The individual questionnaire will ask the same questions as those asked of individuals on the household form. On Friday 14 December 2018, the Government published a White Paper (Help Shape Our Future: The 2021 Census of Population and Housing in England and Wales: https://www.gov.uk/government/publications/the-2021-census-of-population-and-housing-in-england-and-wales) laying out the UK Statistics Authority's proposals for the conduct and content of the 2021 Census. These proposals include our recommendations for topics in the 2021 Census. The final topics and questions to be included in Census 2021 will be put before Parliament for approval, in the form of a Census Order and the Census Regulations, both planned for 2020.
