2019 COVID-19 data:

We did not begin collecting COVID-19 mortality data until 2020. Therefore, we do not hold such mortality data for 2019.

We also do not hold any information regarding the number of positive COVID-19 infections in 2019, as the ONS COVID-19 Infection Survey began in April 2020.

Public Health England (PHE) may be able to assist with this query, however, please note that their published figures are reported from 11 January 2020 onwards, so they may also not have the information you require. Please see the following link to their dashboard: https://coronavirus.data.gov.uk/details/cases

Should you wish to contact them regarding your query, their email address is wn_coronavirus@phe.gov.uk.

You may find the following link to our COVID-19 Infection Survey Statistical Bulletins useful, which currently run from April to December 2020: COVID-19 Infection Survey Bulletins.
