In answer to your query, please see the following link to the Classifications Of the Function Of Government (COFOG) manual, which provides a detailed breakdown of what is included under each COFOG: COFOG Manual. Page 216 of the PDF (and p.214 of the publication) is where the breakdown for COFOG 6 starts.
