Under the Freedom of Information Act 2000, please provide me with copies of the following:

  1. Total number of deaths for any reason within 28 days of having a COVID-19 vaccine. From the start of the vaccination roll out (8th Dec 2020) to date. Including trials.

  2. Total number of deaths for any reason from the 8th of Dec 2019 to the end of May 2020

  3. Total number of COVID-19 related deaths, including underlying health conditions from 16th March 2020 to date

  4. Total number of deaths from just COVID-19 alone, with no underlying health conditions. As in they died from just Covid-19. From 16th March 2020 to date

  5. Total number of children aged 18 and under, that have died from COVID-19 alone, with no underlying health conditions. As in they died from just COVID-19. From 16th March 2020 to date

  6. Total number of children aged 18 and under, that have died from COVID-19 related deaths, including underlying health conditions from 16th March 2020 to date

  7. Total number of children aged 18 and under, that have died for any reason within 28 days of having a COVID-19 vaccine from the start of the vaccination roll out (8th Dec 2020) to date. Including trials.

  8. Total number of children aged 18 years and under, that have died for any reason from the 8th of Dec 2019 to the end of May 2020

You can find the number of deaths involving COVID-19 (not restricted to first or second vaccination) in table 12 of our Monthly Mortality Analysis dataset, these include figures for deaths involving adverse reactions to the COVID-19 vaccination. There are currently two deaths registered with the aligning ICD codes for this. However, should this change, they will be updated in this table. This publication is due to be updated in June 2021.

Deaths within a period of time after vaccination - questions 1 and 7

This information requires complex analysis linking vaccination records to death registrations. We are working on analysis on all aspects of the relationship between COVID-19 vaccination and mortality, which will be published in June. Once we have finalised these plans a publication date will be announced on our release calendar.

As such, this information is considered exempt under Section 22(1) of the Freedom of Information Act 2000, whereby information is exempt from release if there is a view to publish the information in the future. Furthermore, as a central government department and producer of official statistics, we need to have the freedom to be able to determine our own publication timetables. This is to allow us to deal with the necessary preparation, administration, and context of publications. It would be unreasonable to consider disclosure when to do so would undermine our functions.

This exemption is subject to a public interest test. We recognise the desirability of information being freely available and this is considered by ONS when publication schedules are set in accordance with the Code of Practice for Statistics. The need for timely data must be balanced against the practicalities of applying statistical skill and judgement to produce the high quality, assured data needed to inform decision-making. If this balance is incorrectly applied, then we run the risk of decisions being based on inaccurate data which is arguably not in the public interest.  This will have an impact on public trust in official statistics in a time when accuracy of official statistics is more important to the public than ever before.

Deaths involving COVID-19 - questions 3, 4, 5 and 6

Using the Deaths Registered Weekly in England and Wales publication, there have been 138,014 registered deaths involving COVID-19 up to and including 7th May 2021. This publication is updated every Tuesday.

Unfortunately, we would be unable to provide you with statistics using specific dates from 2019 to 2021. In order to fulfil this request, we would need to create a bespoke analysis or table. Under the Freedom of Information Act 2000, Public Authorities are not obligated to create information to respond to requests. We therefore consider this to be information not held.

Deaths from 8th December 2019 to 31st May 2020 - question 2

Using the Deaths Registered Weekly in England and Wales publication, from 6th December 2019 to 5th June 2020 (nearest available week ending dates) there have been 348,775 registered deaths by all causes.  

Under 18 deaths from December 2019 to May 2020 - question 8

Unfortunately, we would be unable to provide you with the number of deaths in under 18's from 8th December 2019 to 7th May 2020. In order to fulfil this request, we would need to create a bespoke analysis or table. Under the Freedom of Information Act 2000, Public Authorities are not obligated to create information to respond to requests. We therefore consider this to be information not held.

However, using the Deaths Registered Weekly in England and Wales publication, from 6th December 2019 to 5th June 2020 (nearest available week ending dates) there have been 1,811 registered deaths by all causes for ages 0 to 19.

COVID-19 deaths in adults and children with underlying and no underlying conditions

Using Deaths involving COVID-19, England and Wales - Office for National Statistics (ons.gov.uk) you can find COVID-19 deaths with no pre-existing conditions and with pre-existing conditions from March to June 2020.

From July 2020, the monthly mortality analysis, England and Wales - Office for National Statistics (ons.gov.uk) shows deaths involving COVID-19 with and without pre-existing conditions.
