We do not hold records on the rules for benefit eligibility. The Department for Work and Pensions (DwP) are responsible for the benefit system and are more likely to have records of historic rules and eligibility criteria. They may be better placed to assist and can be contacted via email at freedom-of-information-request@dwp.gov.uk.
