FOI Ref: FOI/2021/3042

You asked

Under the Freedom of Information Act 2000 I am writing to request you make publicly available in electronic format the following information for domestic, European and long-haul airfares consumer prices sub-indices ("airfare indices").

  1. For each month from January 2020 until August 2021 make available the destinations included in the calculation of each of the airfare indices where they were not imputed.
  2. For January 2020 and January 2021 make available the base price used for each route used in each of the airfare indices.

We said

Thank you for your request.

Unfortunately, we are unable to disclose the destinations included in the calculation of each of the airfare's indices. This is because publication of the routes used in the airfares sample would lead to the identification of specific airlines. For a similar reason, we are unable to publish base prices as they relate to specific routes.

Section 39 of the Statistics and Registration Service Act 2007 (SRSA) renders it a criminal offence to disclose information held by the Statistics Board for statistical purposes that would identify an individual or a body corporate. As we are prohibited by law from publishing statistics in which individual businesses can be identified, we find that Section 44 of the Freedom of Information Act 2000 (FOIA) applies. Section 44 is an absolute exemption and no consideration of the public interest test needs to be applied.
