I am looking for birth numbers by ward, I have found this information for 2019, 2016 and 2015 but can't find the spreadsheets for 2018 or 2017, so perhaps they have not been requested before.

The 2015, 2016 and 2019 data sets which you refer to are user requested bespoke data sets that were paid for and made available on our website under the Open Data Policy.
Unfortunately, we would be unable to provide you with Births by ward for 2017 or 2018 under the Freedom of Information Act 2000. In order to fulfil this request, we would need to use to create a bespoke analysis or table. Under the Freedom of Information Act 2000, Public Authorities are not obligated to create information to respond to requests. We therefore consider this to be information not held.
We may be able to create a custom output. Information on live births by specific geography along with other special extracts and tabulations of mortality data for England and Wales are available to order. Such services fall outside of the Freedom of Information regime and are subject to legal frameworks, disclosure control, resources and agreements of costs, where appropriate. Further enquires relating to bespoke services should be made to: Health.Data@ons.gov.uk.
