You asked

Would it be possible to have the number of people born in non-EU European countries (excluding UK) that hold an EU passport for each lower-tier local authority according to the 2021 census please?

So according to the 60 categories country of birth: EITHER Europe: Other Europe: Rest of Europe: Turkey OR Europe: Other Europe: Rest of Europe: Other Europe and according to the 11 categories passport held: EITHER Europe: Ireland OR Europe: Other Europe: EU Member countries.

Thank you for your freedom of information request. 

On 2 November 2022, ONS released the following publication: International migration, England and Wales: Census 2021.

This provides detailed information on passports held and country of birth. Earlier this year, we also released the ‘Create a custom dataset’ tool which enables users to make their own datasets combining variables from all census topics.

However, the combination of 60 categories (Country of Birth) by the 11 category (passports held) returns data for only 41 out of 331 Lower Tier Local Authorities (LTLA). By changing the country of birth variable to the 22 categories, all 331 LTLAs are available. However, this does not include Rest of Europe Turkey.  

Not every variable classification is suitable for flexible table generation for a number of reasons; the classification is too complicated or obscure and so would be difficult to construct or; it would be unlikely to provide much detail for users, especially when cross-tabulating with other variables (the additional detail might also cause other useful information to also not be provided due to increased disclosure risk) or; it was too specialist to include in the flexible table builder. 

An ad hoc dataset may be possible, especially since there would be close Statistical Disclosure Control (SDC) scrutiny of the specifics of a variable classification, area and table, as opposed to the coded rules across a table containing enormous amounts of detail. There is a charge for this service. 

The Commission Tables process uses similar disclosure control methods but with a manual assessment so adapting a query to your specific needs may result in a more successful outcome.
