Failed Census 2021 returns by borough and fines issued

You asked

  1. The percentage (and actual number), by Borough, of households which failed to return the 2021 census.

  2. The number of prosecutions (or fines issued) for failing to return the census form.

Official response rates are currently being finalised and therefore we do not yet hold the information to answer this question, however they will be published later this year along with the first census results.

We have the intention to publish information regarding fines and cases in the future in our Census General Report (planned for late 2023). Therefore, this information is exempt under s.22(1) of the Freedom of Information Act 2000 (FOIA), whereby information is exempt from release if there is a view to publish in the future.

We believe the public interest falls in favour of withholding this information until the publication of the Census General Report. This will provide the public with an overall view of the operation of the 2021 Census. This is in line with our other statistical and publication releases.
