​​Please could you explain in some detail why you publish statistics on the race of victims of crime but not on the perpetrators of crime?

Thank you for your request under the Freedom of Information Act in relation to the ethnicity of victims and perpetrators of crime.

The Crime Survey for England and Wales is a survey designed to measure crime incidence via the victims of crime, not perpetrators. The statistics published in our quarterly publication Crime in England and Wales are therefore based on victims and do not cover the characteristics of offenders.

Statistics on offenders are published by the Ministry of Justice (MoJ). Their Race and the criminal justice system reports are published on a biennial basis and include information on the ethnicity of suspects and offenders. The latest figures available are for 2018.
