Please can I ask how many people in Winchester and the surrounding area are currently living below the poverty line, and comparing this to available previous years?

Unfortunately, the information you are specifically requesting is not held by the ONS. 

We did recently publish Income estimates for small areas, England and Wales - Office for National Statistics (ons.gov.uk) for the financial year ending March 2020. The dataset includes estimates of mean household income modelled for each of the 7,201 2011 Census MSOAs in England and Wales. 

Five of these MSOAs relate at least in part, to Winchester and one may wish to refer to the following areas in the downloadable file of results Income estimates for small areas, England and Wales - Office for National Statistics (ons.gov.uk)

  • Winchester North & Sparsholt Code: E02004831

We are in the process of reviewing our methodology for Small Area Income Estimates and one of the options being considered involves making greater use of more granular administrative data.  If this is applied in the future, then then may be more scope to generate additional detail, such as the proportion of people below certain income thresholds at local level.
