You asked

1. Please provide any documents, analysis or statistical data sets concerning the use of vehicle stop powers under section 163 Road Traffic Act 1988 ("RTA") between 1 January 2017 to date, including in particular documents disclosing:

a. the number / frequency of vehicle stops;

b. the reasons for vehicle stops and whether they resulted in any action being taken against the subjects of the stops; and

c. the demographics (including ethnicity, race, gender, sex and age) of the subjects of vehicle stops.

2. Please also provide any documents, analysis or statistical data sets concerning charges and convictions for the offence of "driving when unlawfully in the UK" under section 44 Immigration Act 2016, including in particular:

a. the annual charge and conviction rates for the years 2017 -- 2024; and

b. the demographics (including ethnicity, race, gender, sex and age) of the individuals charged or convicted with this offence.

We publish some data on stop and search using the Crime Survey for England and Wales (CSEW). Our latest available data can be found in our annual supplementary tables,  Table S38a, S39 and S40 provide the data we have on vehicle stop and searches reported by respondents of the CSEW, this is only available for the year ending March 2024.  

Data on stop and searches are collected and published by the Home Office within their annual Police powers and procedures England and Wales statistics release. Alongside this release, they also publish open data tables relating to stop and search. If you have any questions regarding this data source, you can contact the Home Office. Unfortunately, we do not hold the data you have requested on charges and convictions. The Ministry of Justice (MoJ) are primarily responsible for data on convictions. You might find their Outcomes by offence data tool useful as this allows you to filter on crime type and by individual characteristics.  If you require further data on this subject, it may be useful for you to contact them directly at statistics.enquiries@justice.gov.uk. The Crown Prosecution Service (CPS) are responsible for data on court outcomes and convictions and can be contacted at enquiries@cps.gov.uk (CPS).
