1. The UK Statistics Authority (UKSA) is a non-ministerial government department, with the Office for National Statistics (ONS) being its executive office. The ONS’s payroll is delivered via a semi managed service, delivered in part by a third-party payroll provider.

2. The third-party semi managed payroll service is delivered by CGI IT UK Limited.

3. June 2025 with an option to extend for a further 12 months.

4. The ONS Payroll team sits within the Finance, Planning and Performance directorate.

5. The ONS Payroll team consists of the following:  

  • Leadership: 1 FTE 
  • Team Management: 2.81 FTE 
  • Administration: 3.39 FTE

7. Key metrics used to monitor the third-party payroll provider’s performance are: 

  • Errors affecting transfer of net pay values 
  • Output distributed 24 hours + after deadline 
  • Service unavailability (hours) 
  • Helpdesk unavailability (hours) 
  • Net Pay accuracy at time payroll is returned to client 

8. Targets for key metrics being monitored are: 

  • Errors affecting transfer of net pay values – 100% 
  • Output distributed 24 hours + after deadline – 100% 
  • Service unavailability (hours) - 97% 
  • Helpdesk unavailability (hours) - 100% 
  • Net Pay accuracy at time payroll is returned to client – 98.5% 

9. In the 12-month period of March 2024 to February 2025, 66,592 payslips were processed in total at an average of 5,549 payslips per month.
