As you are aware ONS publish Suicides by UK, presenting data at the constituent country level, however we do not hold deaths registration data for Scotland and Northern Ireland at the level of parliamentary constituency. For these data you will need to contact the National Records of Scotland: http://www.nrscotland.gov.uk/ and the Northern Ireland Statistics and Research Agency: http://www.nisra.gov.uk/ respectively.
We hold death registration data for England and Wales by cause of death. On our website there is a dataset which details suicides by parliamentary constituency in England for deaths registered between 1999 and 2013 which may provide some of the data you require:

Special extracts and tabulations of mortality data for England and Wales, including the calculation of mortality rates for specific causes, are available to order (subject to legal frameworks, disclosure control, resources and agreements of costs, where appropriate). As this information is already available to you via this route we considers that s.21(1) applies to this request and the information does not have to be supplied under the terms of the Freedom of Information Act. s.21(1) is an absolute exemption and no consideration of the public interest test needs to be applied.
