Crime data published by the Office for National Statistics are produced from two sources of data; the Crime Survey for England and Wales (CSEW) and police recorded crime. The CSEW is a victimisation survey, and police recorded crime covers the offences reported to and recorded by the police. Neither of these data sources contain information on people who commit crimes. 

However, the Home Office publish data on hate crime in England and Wales from a range of sources which includes racially aggravated incidents. The latest release was published in November 2023, which may be of some interest.
