The ONS Centre for Crime and Justice publishes crime-related data and statistics from two main sources: The Crime Survey for England and Wales (CSEW) and police-recorded crime.

The CSEW is a face-to-face victimisation survey in which people resident in households in England and Wales are asked about their experiences of crime in the 12 months prior to their interview. While some data may be collected about the characteristics of the offender(s) (as perceived by the victim), this does not cover ethnicity, and such data is only published for certain headline crime types (Burglary, Criminal damage, Other household theft, Personal and other theft, Robbery, and Violence). Available characteristics include sex, age and relationship to victim. Note that the CSEW covers England and Wales only (not the whole of the UK) and that offenders are not necessarily identified nor convicted.

In general, our crime data has a greater focus on the victims of crime rather than its perpetrators. Data relating to the characteristics of offenders is better sought from the Ministry of Justice, who may be contacted at the following e-mail address: ESD@justice.gov.uk.
