Under the Freedom of Information Act 2000, I am requesting information about video and animation production contracts and tender exercises conducted by the ONS between 17 January 2022 and 17 January 2025.

This request covers all contracts/tenders for:

  • Animation and motion graphics
  • Brand/corporate films
  • Training videos
  • Documentary content
  • Social media video content
  • Educational films
  • Promotional videos
  • Event filming
  • Aerial/drone filming
  • Interactive video content
  • Any combination of the above

Specifically, I am requesting:

Contract Information:

  • Names of successful suppliers awarded contracts
  • Contract values awarded
  • Duration of contracts
  • Contract start and end dates
  • Brief description of production requirements
  • Whether the successful supplier was an incumbent or new supplier

Tender Process Details:

  • Number of bids received for each tender
  • Advertised budget (if different from final contract value)
  • Highest and lowest bid values received
  • Evaluation criteria weightings used (e.g. quality/price split)

Procurement Information:

  • Whether any tenders were cancelled or reissued in this period
  • If cancelled/reissued, the reasons why (if this can be shared)
  • Number of clarification questions received per tender
  • Whether contracts were delivered on time and on budget

PU-24-193 – Hero Video Production. Production of a 2 to 3 minute video of ONS employees to increase brand awareness. 

  • Name of Supplier – Tag Europe Limited
  • Contract Value – £40,000
  • Start and End date – 6th March 2024 to 28th March 2024 (no extension options) 

This was a direct award through Lot 3 – Content versioning & Distribution on RM6125 Campaign Solutions 2 so no tender exercise completed but the direct award process as set out on the framework followed. They were the only supplier on the Lot & only Direct Award is available.  

Contract was delivered on time and to budget.

PU-23-0205 -- Launch your Career -- create an employer profile page which includes interactive content, employee interviews and 360 degrees virtual reality video tours. 

  • Name of Supplier – The inspirational Learning Group (New Supplier) 
  • Contract Value – £15,000 to £5,000 annual fee thereafter 
  • Duration – 1 year with the option to extend for 2 
  • Start and End date – 9th January 2023 to 8th January 2024 

This was a STBC that was justified due to the platform and level of content that was needed so no tender process conducted therefore no weightings or evaluation criteria or clarification questions received. Contract was delivered on time and to budget. Extension options were not taken up.
