The answers to questions 1, 2 and 3 can be found in the following spreadsheet FOI 2477 Oracle (40 Kb Excel sheet) .

We don't outsource any Oracle projects etc. We have just signed the fusion contract which is a Software as a Service arrangement with Oracle themselves.

Since 2013 we have deployed PostgreSQL to support the data collection initiatives, we have included Hadoop etc. as part of the work we have undertaken to explore Big Data technology and plan to extend this. Our direction of travel is towards the general adoption of open source technologies but firm plans are to be developed.
