While we do not collect information directly about English as a second language, you may be interested in the following datasets on main language and English language proficiency from the 2011 Census for England and Wales:

Main language by proficiency in English (regional) (DC2210EWR)

Proficiency in English by age (LC2105EW)

Proficiency in English language classifies people whose main language is not English (or not English or Welsh in Wales) according to their ability to speak English. A person is classified in one of the categories: can speak English very well; can speak English well; cannot speak English well; or cannot speak English.

Main language by sex by age (LC2104EW)

Main language is the language that is a person's first or preferred language.
