Thank you for your enquiry. We publish a release called 'Homicide in England and Wales' which analyses data from the Home Office Homicide Index. The Home Office Homicide Index contains record-level information about each homicide recorded by police in England and Wales.
In regards to bullet points 1 to 4 of your request, Appendix Table 27 of this release provides the numbers of principal suspects convicted of homicide by the ethnic appearance of the victim and principal suspect. As the table looks at principal suspects, the figures are subject to revision as cases are dealt with by the police and by the courts, or as further information becomes available. Appendix Table 27 only provides data for the year ending March 2017 to year ending March 2019 period. Data for previous years are published within Chapter 2: Victims of the Race in the Criminal Justice System publication by the Ministry of Justice (with its data collected by the Home Office). You can find the relevant data within the 'Victim Tables' published for each year. The earliest data that are available are for the 2006/07 to 2008/09 period. As these data are collected by the Home Office it may be worth contacting them directly if you have any further questions. They can be contacted via email at: CrimeandPoliceStats@homeoffice.gov.uk.
In regards to bullet point 5 of your request, Appendix Table 1 provides the number of offences recorded as homicide by its current classification for the year ending December 1969 to the year ending March 2019. Appendix Table 2 provides the number of homicide incidents recorded from the year ending March 1999 to the year ending March 2019.
