We said
The mobile phone data given to us for this study was in a format that does not constitute personal data. It represents estimates of the total number of commuters living in one area and working in another area. As further privacy protection, we did not receive any estimate less than 15.
Consequently, there was no requirement to conduct a Privacy Impact Assessment, Data Protection Impact Assessment or to have correspondence with the Information Commissioner's Office relating to this project.
Our contract for this data was with the analytical organisation CitiLogik who have their own contract with Vodafone to access anonymised mobile data.
There is no correspondence with Vodafone on the nature of the "opt out" although more information is highlighted in their Terms and Conditions at http://www.vodafone.co.uk/about-this-site/our-privacy-policy/vodafone-analytics/index.htm
Vodafone would be better placed to tell you more about their approach to subscriber consent.
