I'd like to request a list of all restaurants and a list of all pub companies in the UK. I'd like the registered business address for each and the number of sites they operate.

The Office for National Statistics is required by law to protect the information it holds to produce statistics where that information directly or indirectly allows the identification of a person or business. In particular section 39 of the Statistics and Registration Service Act 2007. Where information is statute barred from disclosure, it is also exempt from disclosure under the Freedom of Information Act (section 44).
