A copy of the 2022 Psychological Safety report produced by Labyrinth Consulting, referenced in parliamentary committee hearings and the Terms of Reference for the independent review into the performance and culture of the UK Statistics Authority.

A copy of the Labyrinth report has been provided to the Public Administration and Constitutional Affairs Committee (PACAC) and they will be publishing this in due course. Therefore, this information is exempt from release at present under Section 22 of the Freedom of Information Act 2000 (FOIA), whereby information is exempt from release under FOI if the public authority or any other person have a view to publish the information in the future.

This exemption is subject to a public interest test. We recognise there is public interest in the prompt release of the Labyrinth report after its discussion at the recent PACAC hearing. However, our new Permanent Secretary, who started at the ONS on Monday 13 August 2025, intends to consider the findings of the report when developing their staff people plan. It is important for them to have the time and space to ingest the findings and debate and deliberate on a plan of action. This will ensure that this process is as effective as possible. Therefore, the public interest test weighs in favour of withholding until publication at a later date in this case.
