In response to your first question regarding GDHI, the smallest areas we hold estimates for are Lower level Super Output Areas (LSOA) in England and Wales, and equivalent areas in Scotland and Northern Ireland.

However, we have identified an issue in the distribution of gross disposable household income transactions underlying these estimates. We are investigating the issue and will publish the corrected data as soon as possible. In the meantime, we advise against use of the estimates. Please contact subnational.development@ons.gov.uk with any questions.
In response to your second question, published Census 2021 datasets are available from the census hub on the Office for National Statistics (ONS) website and/or Nomis, which is a service run by Durham University on behalf of ONS. They are all subject to statistical disclosure control which is applied to ensure we are protecting personal data in our published statistics.
Census 2021 data is available via the topic summary datasets (univariate data) and Ready-made datasets (multivariate data). It is also possible to create a custom dataset using the tool on the ONS website, or to commission a bespoke Census 2021 output if the data required is not available in the standard published datasets or by using the custom dataset tool.
If by catalogue of ONS census data, you mean a list of datasets, then we can provide information on that. Please see the following links to Excel files which detail the standard univariate and multivariate datasets:
Previously published census commissioned outputs can be found via the release calendar under 'user requested data'. Please see this link.
If however, by full data catalogue you mean access to all record-level census data, then we could not provide any datasets described as 'redacted' or 'not available at any/some geographic areas' because the ONS has a legal obligation, under the Statistics and Registration Service Act 2007 (SRSA) and the General Data Protection Regulation May 2018, to protect the confidentiality of census data.
Statistical disclosure control methods ensure that statistical outputs provide as much value and utility as possible to users while protecting the confidentiality of information about individuals, households and organisations. This is why not all datasets are available at Output Area (OA) geography or indeed at higher geography levels if the combination of variables in the dataset is deemed to be at risk of being disclosive.
As the information at record-level (i.e. without disclosure controls applied) would contravene Section 39 of the SRSA, this information is exempt from disclosure under Section 44(1) of the Freedom of Information Act 2000 (FOIA).
