Given that the government is going to sell off empty properties in London, how many government properties in London are empty? If you sell off these properties won't there been even less opportunities in London for people to work for the government?

At the ONS, we do not hold statistics on the number of properties recorded as empty. The Government Property Agency manage the Central Government property portfolio and may hold the information you require.
