Convictions data for motoring offences are held and published by the Ministry of Justice (MOJ). The latest statistics can be found here:

Additionally, the Department for Transport (DfT) collate and publish data relating to accidents and casualties as a result of driving offences. I would suggest contacting their team in the first instance to see if they are able to supply you with the data you require: roadacc.stats@dft.gsi.gov.uk
