Unfortunately, we don't hold the data you have requested at a local authority district.  The smallest geographical breakdown we have is by police force area.

These data for the year ending March 2020 can be found in our recent domestic abuse publication: Domestic abuse in England and Wales overview: November 2020.

Concerning your first question, the Home Office collects data on the number of domestic abuse-related incidents and the number of domestic abuse-related crimes recorded by the police. Domestic abuse-related incidents include those reports where, after initial investigation, the police have concluded that no notifiable crime was committed. Incidents of domestic abuse that result in a crime being recorded by the police are included in the data on domestic abuse-related crimes.

Both the number of domestic abuse-related crimes and incidents can be found in the Domestic abuse prevalence and victim characteristics - Appendix tables (Table 9 and table 10 respectively). We do not hold a breakdown of these data by sex.

The number of arrests and convictions can be found in the Domestic abuse and the criminal justice system -- Appendix tables.  

Table 1 provides the number of arrests and the arrest rate for domestic abuse-related crimes by police force area, in the year ending March 2020. These data are provided by Her Majesty's Inspectorate for Constabulary and Fire & Rescue Service (HMICRFRS) and we do hold a breakdown by sex. Caution should be taken when using this data as HMICFRS have expressed concerns about the quality of data provided by some police forces.

Table 14 provides the number of domestic abuse-related prosecutions and convictions, by Crown Prosecution Service (CPS) area and police force area, for the year ending March 2015 to the year ending March 2020. These data are provided to us by the Crown Prosecution Service and we do not hold a breakdown by sex.
