I would be grateful if you could supply me with a demographic by greater divided by the Greater London Boroughs for all youths by gender and ethnicity who were aged 10, 11, 12, 13, 14, 15, 16, 17 between April 2013 and 2014, please.

The ONS does not routinely produce estimates of population by ethnic group and single year of age within region.
It is possible to produce such estimates from a source dataset called the Annual Population Survey. A request for a special analysis to produce such estimates can be made to socialsurveys@ons.gov.uk There may be a charge for the special analysis service.
As this information is already available to you via this route ONS considers that S21(1) applies to this request and the information does not have to be supplied under the terms of the Freedom of Information Act. S21(1) is an absolute exemption and no consideration of the public interest test needs to be applied.
