Thank you for your enquiry.
Our mortality statistics for England and Wales are produced using death registrations and therefore we only hold the information provided when a death is registered. This does not include whether the deceased was receiving in-patient psychiatric care or whether they were detained at the time of their death. Ethnicity is also not provided during death registration.
Mortality statistics by geography, 5-year age band, sex and cause of death are available from our explorable dataset for 2013-2016. 2017 data is due to be published in October to November 2018 (provisionally): https://www.nomisweb.co.uk/query/select/getdatasetbytheme.asp?theme=73
Deaths by 5 year age-group, ICD-10 chapter, sex and place of occurrence (hospital, care home, hospice etc.) are available for 2013-2016 in table 8 of our deaths registered in England and Wales (series DR) publication. 2017 data is due to be published in October to November 2018 (provisionally): https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/deathsregisteredinenglandandwalesseriesdrreferencetables
We also publish deaths registered in England and Wales by single year of age and sex for each ICD-10 chapter, which is available as a supporting file for 2013-2017 : https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/deathregistrationssummarytablesenglandandwalesreferencetables
Whilst ethnicity is not available for death registrations, it is provided at birth registration. Therefore we can provide ethnicity for infant deaths (under 1 year) which we are able to successfully link to the birth notification and birth registration. The majority of our mortality publications are now based on date of registration, however we continue to take an annual extract of death occurrences in the autumn following the data year, which is used for several infant mortality outputs. Our infant deaths by ethnicity are published based on the date of occurrence rather than date of registration, and therefore they are not directly comparable.
Due to the timing of when the annual extract of death occurrences is taken, the latest year for which Infant deaths by ethnicity are available is 2015, in tables 5 and 16 of our Infant mortality (birth cohort) tables, England and Wales, 2015: https://www.ons.gov.uk/peoplepopulationandcommunity/birthsdeathsandmarriages/deaths/datasets/infantmortalitybirthcohorttablesinenglandandwales
Prior to this, the data is available in tables 8 and 10 of our Pregnancy and ethnic factors influencing births and infant mortality: England and Wales: https://www.ons.gov.uk/peoplepopulationandcommunity/healthandsocialcare/causesofdeath/datasets/pregnancyandethnicfactorsinfluencingbirthsandinfantmortalityenglandandwales
Other special extracts and tabulations of deaths data for England and Wales are available (subject to legal frameworks, disclosure control, resources and agreement of costs, where appropriate). You can contact the team directly at: vsob@ons.gov.uk
NHS digital may be able to provide further information about whether the deceased was receiving in-patient psychiatric care at the time of death. https://digital.nhs.uk/about-nhs-digital/contact-us
