I would like to make an FOI request for:

1) Cyclist fatalities for each month per year in Nottingham for the period of 1991-2021

2) The total recorded population of Nottingham per year for the period of 1991-2021

Mortality figures:

We hold the mortality data for England and Wales, this is derived from death certificates in the process of death registration.

All of the conditions mentioned on the death certificate are coded using the International Classification of Diseases, Tenth Revision (ICD-10) the coded mortality data available up to end of December 2021 is coded to version 2014 of the ICD10 framework. From all of these causes an underlying cause of death is selected using ICD-10 coding rules. The underlying cause of death is defined by World Health Organisation (WHO) as:

a) the disease or injury that initiated the train of events directly leading to death, or

b) the circumstances of the accident or violence that produced the fatal injury

We have published mortality data by cause for 2013 to 2020 in the explorable dataset available on our NOMIS webservice. This explorable dataset can be used to extract figures for cyclist fatalities. These deaths are coded to ICD10 codes V10-V19.

  • Select the geography (England and Wales, regional or by local authority).
  • Select Date -- years available from 2013 to 2020
  • Select Age -- All ages or 5 year age bands.
  • Select Gender -- Total or Male/Female
  • Select rates -- All deaths, rates or percentage of population for example.
  • Select cause of death (ICD10 code search is available). (V10-V19)
  • Select format (Excel or CSV for example)

We also have a back series of data as part of our 21st century mortality, which contains all-cause mortality data by ICD code, age and sex, 2001-2020, England and Wales. These figures contain four-digit ICD codes which are sub groups of a cause. All codes relating to cyclist fatalities are:

V10    Pedal cyclist injured in collision with pedestrian or animal

V11    Pedal cyclist injured in collision with other pedal cycle

V12    Pedal cyclist injured in collision with two- or three-wheeled motor vehicle

V14    Pedal cyclist injured in collision with heavy transport vehicle or bus

V15    Pedal cyclist injured in collision with railway train or railway vehicle

V16    Pedal cyclist injured in collision with other nonmotor vehicle

V17    Pedal cyclist injured in collision with fixed or stationary object

V18    Pedal cyclist injured in non-collision transport accident

V19    Pedal cyclist injured in other and unspecified transport accidents

We have not conducted analysis for cyclist fatalities in Nottingham specifically for the period of 1991 to 2021. However, we can produce this for you as a bespoke request. The most up to date data for the total recorded population of Nottingham that we have published is that for Mid-2020.

This year, the planned publication date for the Mid-2021 Population Estimates is later, September, due to its dependency on the publication of the census data which is forecast to be around the end of May. We then need to allow time following census data publication to produce the mid-year estimates, so it is currently forecast for publication in September. As such the population estimates for 2021 are exempt under Section 22(1) of the Freedom of Information Act 2000, whereby information is exempt from release if there is a view to publish the information in the future. Furthermore, as a central government department and producer of official statistics, we need to have the freedom to be able to determine our own publication timetables. This is to allow us to deal with the necessary preparation, administration, and context of publications. It would be unreasonable to consider disclosure when to do so would undermine our functions.

This exemption is subject to a public interest test. We recognise the desirability of information being freely available and this is considered by ONS when publication schedules are set in accordance with the Code of Practice for Statistics. The need for timely data must be balanced against the practicalities of applying statistical skill and judgement to produce the high quality, assured data needed to inform decision-making. If this balance is incorrectly applied, then we run the risk of decisions being based on inaccurate data which is arguably not in the public interest.  This will have an impact on public trust in official statistics in a time when accuracy of official statistics is more important to the public than ever before.
