​I would like access to the CSEW by area for the years 1982, 1991, 2001 and 2011

We said

​Thank you for your request to access the Crime Survey for England and Wales (CSEW) data. Unfortunately we would be unable to provide you with access to CSEW datasets for the requested years as this data is personal information. Section 39 of the Statistics and Registration Service Act 2007 makes it an offence to release personal information. This is any information held by the Board for statistical purposes that would identify and individual or body corporate. Because disclosure is prohibited by another enactment, we find that s.44 of the Freedom of Information Act (FOIA) applies.

The ONS has an established route for accessing this microdata, through our Secure Research Service (SRS). In order to access microdata, researchers will need to submit an application to become an Accredited Researcher and, once successful, a request for access that gives details about the project that they would like to carry out.

CSEW safeguarded datasets are also available from the UK Data Service. Guidance on how to access the data can be found here on the UK Data Service website.
