The 2011 Census provides details of unpaid carers at the geographical level you have requested.
You can use the Nomis table finder (http://www.nomisweb.co.uk/census/2011/data_finder) and select the keyword: Unpaid care (provision of), to gain access to a range of tables relating to the provision of unpaid care.
In particular, LC3304EW - Provision of unpaid care by age, is available from the Nomis website: http://www.nomisweb.co.uk/census/2011/lc3304ew and shows a breakdown of those providing unpaid care, by age bands (including those at 65 and over), at low geographical levels (including local authority level). You can use the "Query data" option to select the carer/age/geography combination you require. Please note that, in the above tables, in order to protect against disclosure of personal information, some records have been swapped between different geographic areas. Some counts will be affected, particularly small counts at the lowest geographies.
