In table six of the Baby names for boys in England and Wales - Office for National Statistics dataset, you can find all registered boys names with a count of 3 or more. Data are available from 1996 to 2024. As the name Arvid does not appear in this table, this indicates that it had a count of fewer than 3 across both England and Wales, and therefore a count of fewer than 3 in Wales specifically.
We have not published numbers of baby names with a count of 2 or fewer in total within England and Wales. As you've mentioned, these figures have been redacted in order to protect the confidentiality of individuals. This is consistent with the disclosure control methodology used for births.
