I see on the website a similar dataset on the Department for Business, Energy & Industrial Strategy website the name of dataset is:

Please may I kindly ask, do you have a similar dataset that dates back to 2001 and is quarterly?

In producing consumer price indices, we collect monthly data on unit price and fixed cost from a sample of companies. However, this information is used to measure overall price change across time for the UK as a whole. We do not produce average variable unit price by region or for the whole of the UK. Similarly, we do not produce average fixed costs. The sample is too small to support that level of regional detail and is designed to measure price change, not average price. A short description of how we use the data to produce the indices is described in section 9.5.2 of our technical manual.

Therefore, we do not hold the analysis you are looking for and the data would still not be suitable for your purposes.

In case it is of interest, the electricity price index is published as part of the Consumer Prices Index including owner occupiers' housing costs. The time series is available from the time series section of our website.
