Thank you for your request for data on average salary by post code. The best source for these data is ONS's Annual Survey of Hours and Earnings (ASHE), which is based on a 1% sample of jobs taken from HM Revenue and Customs' Pay As You Earn (PAYE) records and is the most comprehensive source of earnings information in the United Kingdom. The information you have requested constitutes personal data and is therefore exempt under Section 40(2) of the Freedom of Information Act. However it may be possible for you to apply for access to the ASHE microdata if you become accredited as an Approved Researcher. The criteria for accreditation is set out at the following link along with an Approved Researcher application form:

If you do not meet the accreditation criteria then there is still a wide range of earnings estimates published on the ONS website that you may find useful. The published ASHE tables for the years 1997 to 2015 (the latest year for which data are currently available) can be found via the following link:

The reference tables for each year contain a wealth of earnings information broken down by sex and full-/part-time status and various other categories, such as industry and occupation. Given the nature of your request, you may be particularly interested in Tables 7 to 12 (which give average earnings for place of work/residence by local authority, parliamentary constituency and travel to work area respectively).

If the information contained in the published tables is not detailed enough for your needs then it may be possible for us to run an ad hoc tabulation for you for a fee. As ASHE information is already available to you via this route ONS considers that s.21(1) applies and the information does not have to be supplied under the terms of the Freedom of Information Act. s21(1) is an absolute exemption and no consideration of the public interest test needs to be applied.
