Please can you tell me what was the return rate in Tower Hamlets for the 2011 Census?
Please can you tell me how this ranks compared to other London boroughs and the national average?
Please can you tell me if anyone was prosecuted or fined for not returning completed census forms? And if so, how much were they fined?

You have made a Freedom of Information request for information relating to the 2011 Census.
The 2011 Census: method and quality report outlines the definitions of the response rates, return rates and coverage rates used in the 2011 Census of England and Wales. A key target for the census was to achieve a 94 per cent response for England and Wales overall, and at least 80 per cent in each local authority area. This was achieved - the person response rate for England and Wales was 94 per cent, with response rates ranging from 82 per cent to 98 per cent by local authority. Return rates for each local authority are available to download here.
The Office for National Statistics' (ONS) webpage: Non-compliance procedures relating to the 2011 Census provides figures for prosecutions for 2011.
