At these monthly events we will be showcasing the latest economic and social developments with a wide range of analytic topics, economic issues and updates on economic transformation projects. Each month we will feature “State of the Economy”, providing a stocktake of the latest trends and developments.
Regional ONS Economic Forums
Throughout the year we will be visiting different regions over the country. The forums will present the current state of the UK economy including data and analysis for your region. There is also an opportunity to hear about economic statistics transformation on a national and local level.
ESWG Expert Seminars
The Economic Statistics Working Group (ESWG) comprises nominees of the Royal Economic Society (RES), the Royal Statistical Society (RSS), the Office for National Statistics (ONS), the Society for Professional Economists (SPE) and the Economic Statistics Centre of Excellence (ESCoE). ESWG creates and oversees a programme of expert seminars aimed at improving the quality and understanding of economic measurement, broadly defined to include measurement of economic stocks and flows, including in the service and digital economies, economic inequality, well-being etc.

On 4 December we will launch our new quarterly publication, the Household Costs Indices (HCIs)
The HCIs will show how changing prices and costs affect different household groups, from lower and higher incomes, to retired householders, renters and homeowners. The events are an opportunity to hear about the insights that HCIs provide, and how they can be used alongside the ONS’s range of consumer price statistics.

At the ONS, we have been reviewing measures on what matters most to well-being in the UK.
We invite you to join us as we present the findings from our review report, alongside brand-new data from our updated set of indicators on how the UK is doing on health, well-being, the environment, and other important areas for our quality of life.
The National Statistician Professor Sir Ian Diamond, along with range of experts, will discuss the new findings, with a panel discussion about measuring what matters most to people in the UK.

ESCoE Webinar: The New Wave: Technology Diffusion in the UK During the 2010s

A new wave of general-purpose technologies has emerged in the past decade. These technologies – such as cloud and machine learning/artificial intelligence – are held to be central for productivity and long-run economic growth, as well as driving regional disparities. The adoption of these technologies will be critical in shaping their future economic impact. In this webinar we combine rich job ads data and administrative sources to track and explain the diffusion of these 'new wave' technologies across UK firms and places over the 2010s. We focus on a specific economically and policy-relevant margin of diffusion: hiring. We first identify cloud and ML/AI jobs from ad text using keywords. We validate firm-level hiring-adoption links using survey data. We next explore patterns of hiring, and test for adoption drivers at firm and area level, including the relative roles of firm, industry and area characteristics; historic complements; and past technology waves. We use control functions and other methods to mitigate endogeneity concerns. Follow up work will explore links between these diffusion patterns and area-level wage inequality.

The Economic Statistics Centre of Excellence webinar - Anywhere Jobs: Reshaping the Geography of Work

In this seminar, we will explore research that identifies the characteristics and prevalence of Anywhere Jobs. The Occupational Information Network (ONET) dataset is a statistics database sponsored by the United States Department of Labor. We use it to analyse 100 plus work activities in more than 800 occupations to identify which need to be carried out in the UK, and those with the greatest potential to be done anywhere in the world.

We present our analysis of businesses' energy spending from the Annual Business Survey 2019 and the Annual Purchases Survey 2018 and the resulting experimental measures of energy intensity. We present how energy intensity varies across and within industries, by energy type and firm size, and depending on the type of measure used.
Tightness in the labour market
We will be presenting analysis of various measures of labour market slack and the relationship between industry unemployment and vacancies.

Bio
Alexandre Judes is an economist at the Indeed Hiring Lab with a focus on France. Prior to joining Indeed, he worked at a prominent French independent institute. At the institute, he was in charge of the digital economy portfolio and worked on multiple policy issues such as French competitiveness, labour market reform and European integration. His past engagements also include various stints in investment banking, consulting and public administration. He is a graduate of ENSAE Paris.
Abstract
We study the adoption of telework during the coronavirus (COVID-19) pandemic and beyond. We use a novel high-frequency database of job postings advertising telework covering 20 countries and 55 occupations, from the online job site Indeed. We find that increases in pandemic severity substantially raise advertised telework, but declines have no effect on advertised telework. Overall, these results imply that the pandemic has permanently unlocked the potential to telework, especially in high-skilled occupations where telework is most feasible. Public policies will need to adapt to make the most of permanently higher telework in terms of productivity and worker well-being.
Economic data science seminar series
The economic data science seminar series is a collaboration between The Alan Turing Institute, the Data Science Campus of the Office for National Statistics (ONS), Centre for microdata methods and practice (Cemmap) and the Financial Conduct Authority (FCA). The intended audience for these seminars includes both policymakers and academics. The seminars will be overseen by a group of seminar partners made up of representatives of key stakeholder organisations.
The economic data science series has four objectives, including to:
- promote economic data science as a discipline
- link researchers across institutions and disciplines and bring together the academic and policy communities
- demonstrate cutting-edge applications of data science to economic questions to an audience of economists, data scientists and economic data scientists

Work2Vec: Measuring the Latent Structure of the Labor Market
Presented by Daniel Rock (University of Pennsylvania)
Job postings provide unique insights about the demand for skills, tasks, and occupations. Using the full text of data from millions of online job postings, we train and evaluate a natural language processing (NLP) model with over 100 million parameters to classify job postings' occupation labels and salaries. To derive additional insights from the model, we develop a method of injecting deliberately constructed text snippets reflecting occupational content into postings. We apply this text injection technique to understand the returns to several information technology skills including machine learning itself. We further extract measurements of the topology of the labour market, building a "jobspace" using the relationships learned in the text structure. Our measurements of the jobspace imply expansion of the types of work available in the U.S. labour market from 2010 to 2019. We also demonstrate that this technique can be used to construct indices of occupational technology exposure with an application to remote work. Moreover, our analysis shows that data-driven hierarchical taxonomies can be constructed from job postings to augment existing occupational taxonomies like the SOC (Standard Occupational Classification) system.
Daniel Rock is an Assistant Professor of Operations, Information, and Decisions at the Wharton School of the University of Pennsylvania. His research is on the economic effects of digital technologies, with a particular emphasis on the economics of artificial intelligence. He has recently worked on studies addressing the types of occupations that are most exposed to machine learning, measuring the value of AI skillsets to employer firms, and adjusting productivity measurement to include investments in intangible assets. His research has been published in various academic journals and featured in outlets such as The New York Times, Wall Street Journal, Bloomberg, Harvard Business Review, and Sloan Management Review. Much of his work involves applying cutting-edge data science techniques to analyse datasets from financial market data sources, online resume sites, and job postings. Daniel received his B.S. from the Wharton School of the University of Pennsylvania, and his M.S. and Ph.D. from the Massachusetts Institute of Technology.

National Balance Sheet User Forum Webinar

The ONS are hosting our first User Forum on Estimating Net Worth in the National Balance Sheet. The event will provide users with the opportunity to hear about how we have been working to improve our estimates of one of the largest assets in the UK, land.
In 2020, the UK's net worth was £10.7 trillion. Land has been consistently the largest asset. Estimated at £6.3 trillion, it accounts for nearly 60% of the UK's net worth.
On a global level, understanding our economic dependency on natural resources, such as land, has never been more important in determining our future sustainability.
It will be an opportunity to discuss how new data sources and methodologies can improve our estimates on the value of land underlying dwellings and other buildings.
At an international level, Rebecca J. Anderson and Mohammed Abo Taleb from the McKinsey Global Institute will be discussing the "Rise and Rise of the Global Balance Sheet." Engaging with Statistics Canada we will be sharing examples of good practice and the challenges we experience in determining land estimates. We will also be hearing from our UK users, such as Jim Ebdon, from OBR on how land estimates contribute in setting public policy and Nick Mansley, from the Department of Land Economy at Cambridge University.
Keeping in touch with our users and understanding how their needs are transforming is very important to us. We welcome the opportunity to discuss our work with you and hear your views.

Local variations in the labour market impact of COVID-19
Presented by Jessica Hug (ESCoE)
COVID-19 has had a huge impact on the UK labour market. Among other trends, unemployment and economic inactivity rose and, supported by the government's Coronavirus Job Retention Scheme (CJRS), many eligible jobs were furloughed. Impacts were uneven across the UK. In this seminar, we will explore research that provides new evidence of the pandemic's disruption of local labour markets in Great Britain. We combine individual-level data from the UK Labour Force Survey (LFS), the survey used to estimate the official UK unemployment rate in which households are sampled in every week of the year; with local authority-level data on vacancies, claimant unemployment and employment. This data is then used to examine local labour markets and the extent to which they were affected by the pandemic, as well as the extent to which they appeared to later rebound.
Jessica Hug is an Economic Statistics Centre of Excellence Research Associate at the National Institute of Economic and Social Research (NIESR). She is particularly interested in understanding inequalities in living conditions and how localisation choice of worker within countries and recent technological change affect it.
Building a Suite of Subnational Socioeconomic Indicators for the UK

The levelling up agenda has put a spotlight on subnational statistics in the UK. However, as emphasised in the Government Statistical Service (GSS) subnational data strategy, the need for better subnational statistics predates any recent shifts in the policy landscape. Although the Office for National Statistics (ONS) together with the devolved administrations now publish more subnational data than before, they are typically part of different releases which consider specific categories of indicators and data across the four nations may not always be comparable. In this webinar, we present recent findings from our scoping study to build a suite of subnational statistics for the UK. We will discuss current practice in Canada where subnational economic indicators are frequently published. We will also consider the UK policy landscape and the leading challenges associated with the collection of subnational statistics through businesses and household surveys. Having appraised the trade-offs, challenges and opportunities, we will provide our recommendations regarding which existing socioeconomic indicators and potential new indicators could be included in the suite.

Bio
Dr Adam Steventon is Director of Data Analytics at the Health Foundation, an independent charity committed to bringing about better health and health care for people in the UK. He is responsible for developing and leading the Foundation's Data Analytics for Better Health strategy, which aims to ensure that everyone in the UK benefits from advances in analytics and data-driven technologies such as artificial intelligence.
Adam's team at the Health Foundation uses data to tackle problems affecting people's health. He and his colleagues produce open-source tools and approaches that can be used by others and champion better analytics throughout the health and social care system. They also design and deliver large-scale initiatives such as the Networked Data Lab and the Improvement Analy Unit. Their research and analysis inform national policy.

An occupation and asset driven approach to capital utilisation adjustment in productivity statistics

During the coronavirus pandemic, with many workers working from home and businesses closed down, it seems clear that the utilisation of capital assets fell. If we view this not as a fall in productivity, but as a fall in measured inputs, we may need to adjust the growth accounting framework for changes in capital utilisation. There is no internationally agreed method to adjust for capital utilisation; although a method using labour hours worked as a proxy for capital hours worked is most widely used. We offer an extension to this approach, overcoming conceptual issues by matching worker types (occupations) to capital types (assets). We use the hours worked of relevant occupations, relative to usual hours worked, in order to measure deviations in capital utilisation by asset. We also introduce a conceptual framework to apply these adjustments, noting that not all assets will be subject to variation in utilisation to the same degree. Our central estimate shows a decline in capital utilisation of around 9% in the UK market sector in the height of the pandemic, recovering over half of this by the end of 2020. This subdues, but does not eliminate, the fall in MFP through 2020.

Launch of the GSS Subnational Data Strategy
Disaggregating annual subnational gross value added (GVA) to lower levels of geography, 1998 to 2019 – The article accompanies experimental GVA statistics, which are part of a wider project aiming to produce economic statistics for small geographical areas. The article describes the method and data sources used to disaggregate GVA into low-level building blocks that can be used to build up standard and bespoke geographies. It presents four test cases to illustrate the flexibility of the approach used.

Causal inference for machine learning

At this seminar you will hear from Amit Sharma who is a Principal Researcher at Microsoft Research India. His work bridges causal inference techniques with data mining and machine learning, with the goal of making machine learning models generalize better, be explainable and avoid hidden biases.
Abstract
As predictive models based on machine learning (ML) are applied in diverse domains from healthcare to finance, reliability of the black-box models is one of the biggest problems facing ML research today: would the model generalize to out-of-distribution data, would it be fair to different subpopulations, and would it be explainable?
Amit will show how incorporating causality in predictive models can be useful for all these problems. Standard causal inference methods like matching can be applied to make deep learning models generalize to unseen distributions. A simple method based on matching obtains state-of-the-art results on domain generalization benchmarks. Similarly, the concept of counterfactuals is essential to explain machine learning models. Amit will describe work on automatically finding counterfactuals for any prediction and using it to create counterfactual-based explanations.
Finally, Amit will show that causal graphs are fundamental to understand the fairness of a ML system. Common fairness metrics fail to ensure fairness unless they account for the causal process that generates a given dataset.

The user cost of owner occupied housing: Implications for the measurement of inflation and housing market equilibrium
Please join us for the ESCoE Economic Measurement Webinar with Robert Hill, Professor of Macroeconomics at the University of Graz.
The concept of the user-cost of owner-occupied housing has two main measurement applications. First, it can be used to construct a price index and expenditure share for owner-occupied housing, thus allowing owner-occupied housing to be included in a consumer price index. Second, the user-cost equilibrium condition asserts that in equilibrium the cost of owner occupying should equal the cost of renting. On rearrangement, this condition provides a formula for the equilibrium price-rent ratio (or rental yield) in the housing market. In this talk I will discuss and contrast some of the problems one encounters in practice when trying to apply the user-cost concept to measure either inflation or the equilibrium price-rent ratio. In both cases, non-sensical results can easily arise if care is not taken.

In this forum, Tim Vizard from the ONS and Tamsin Ford, professor of child and adolescent psychiatry at the University of Cambridge will provide an overview of analysis on mental health and wellbeing, including a review of the findings from the NHS Digital report on Mental Health of Children and Young People in England 2021, published on 30th September.
We also welcome Emma Nelson and Donna Phillips from the Office of the Children's Commissioner for England, who will be presenting on the The Big Ask report, published on 21 September. The survey is the biggest of its kind in the world and asked young people between the ages of 4 to 17 over six weeks in April and May 2021 about their experiences of the pandemic and to hear about their hopes for the future."

Offshore Profit Shifting and Aggregate Measurement
Please join us for the ESCoE Economic Measurement Webinar with Kim Ruhl, Professor of Economics at the University of Wisconsin-Madison.
In this talk we show how offshore profit shifting by U.S. multinational enterprises affects several key measures of the U.S. economy. Profits shifted out of the United States grew rapidly from the mid-1990s to 2010 and have since waned. From 1982–2016, on average, 37 percent of income attributed to U.S. direct investment abroad is reattributable to the United States. We find that adjusting for profit shifting shrinks the trade deficit, decreases the return on U.S. foreign direct investment abroad, boosts productivity growth rates in the late 1990s and early 2000s, and lowers labour’s share of income.

Launch: Inclusive Data Taskforce recommendations report

The UK Statistics Authority's Statistics for the Public Good sets out a new vision for the UK statistical system. A core principle of that vision is inclusivity; that our statistics reflect the experiences of everyone in our society so that everyone counts - and that no one is forgotten.
Last October, the National Statistician convened an independent Inclusive Data Taskforce, comprised of a diverse group of senior academics and civil society leaders with a breadth of expertise. Chaired by Dame Moira Gibb, the Taskforce was challenged to develop a set of recommendations that would create a step-change in the inclusivity of the UK's data and evidence base.
Join us for the Inclusive Data Taskforce Report launch on Tuesday 28 September (10:00am to 11.30am) to discover more about the Taskforce's recommendations, the National Statistician's response, and our future plans.

UK Business Data User Conference

The UK Business Data User Conference is a one-day conference jointly organised by the UK Data Service and the Office for National Statistics (ONS). The conference will be held online and is free to attend.
The conference programme contains a mixture of presentations from ONS, UK Data Service, and researchers who have used economic and business data covering the areas of business, industry and trade.
Following a key note by Donna Leong, Director of Economic Statistics Change at ONS on the Economic and Business Statistics transformation programme, ARIES (Ambitious, Radical, Inclusive Economic Statistics), attendees will hear updates from the data producers of key UK business surveys and administrative data, such as:

State of the UK Economy - providing a stocktake of the latest trends and developments
How has the COVID-19 pandemic affected Great Britain's living conditions? - On 13 September, ONS will be publishing an analysis article on how household finances have changed during the pandemic. This will present findings on how incomes and levels of spending have changed during 2020/21, how this might have translated to changes in savings and debt, as well as household's general ability to make ends meet. The analysis will synthesise findings from a number of different ONS data sources, to cover each of these different areas. We will be looking at how household experiences vary depending on where they had previously been on the income distribution before the pandemic, whether they had received support from a government scheme, and household characteristics. The presentation will include additional analysis that will be published alongside the article.

Measuring the emerging phenomenon of post-COVID-19 syndrome ('long COVID').
For some people, coronavirus (COVID-19) can cause symptoms that last weeks or months after the infection has gone. This is sometimes called post-COVID-19 syndrome or 'long COVID'. Long COVID is an emerging phenomenon that is not yet fully understood.
Hosted by the Office for National Statistics (ONS) and the Statistics User Network (SUN), this seminar was an exciting opportunity to hear recent evidence on long COVID, including the latest ONS releases on the prevalence and impact of long COVID (published in July 2021).
Statistics User Network is a public facing engagement platform for stats users, stats producers and anyone who is interested in statistics. SUN is managed by the Office for National Statistics.
